By the time a state, city, or school district publishes a solicitation, the shortlist is often already forming. The signal was public months earlier. It was sitting in records nobody had the hours to read.
What it watches
SLED RADAR reads the civic record on a schedule, so the early signal reaches you while there is still time to do something about it.
- Land acquisition and property transfers. A public entity buying ground is the earliest hard signal there is.
- School board and city council minutes. The discussion happens in public months before the budget line does.
- Master plans, enrollment studies, and demographic shifts. Districts build on a study, and the study is published first.
- Bond and millage activity. Funding is the tell. When the money is authorized, the work is coming.
It does not replace your capture person. It gives them back the reading, so the relationships and the judgment stay where they belong.
